What's that all about Paid to read(PTR) and Paid to click(PTC) websites etc?

You know ...all the ads on these websites are more ads asking people to join the other PTR/PTC websites.. If they are not about these ads, the ads would be investing on Ebooks, softwares etc.. Are they able to get ads from companies and not individuals? Is there any Mylot members who is an owner of such a website or ever try to setup a PTR/PTC website..? I want to set-up one in my country and it's pretty a new thing here.
