Unfair water Bills

Ilibe in a mobile home park (unfortunately)., and every month my water bill runs about 60.00 . The kicker is we all pay the same water bill eventhough we have seperate meters. I have seen this with my own eyes. Our trailer park was taken to court by the city for an outstanding 38,000 water bill. Ever since then WE have been paying for the bill. I know I dont use 59.93 worth of water a month , and I also know that dozens of ohers here arent gonna have the same , exact bill as mine right down to the penny. There is nothing I can do about it. If I complain... the park fines me 50.00 fines for various made up reasons out of retaliation. I have a new trailer with all the latest money saving features. i know I dont use all that much in water..... Any suggestions?
