Do you think there are good and bad dictators in the world ?

It pains me when I see the American government allying with certain countries with dictatorship regimes. On the other hand opposing north korea and Iran on similar grounds. The question I'm asking you is whether there are certain dictators who are considered good like Gen.Pervaz Musharaf and others bad ?
