Dog Shock Collar

Hey all I want to find out if there's a way to make a cheap dog shock collar. My parents have three extremely vocal dogs and refuse to train them. I've tried a few tactics and so far they haven't responded. I figured a shock collar might be a better way to train them. I've had a look online, and it seems they all tend to be quite expensive. I figured if I could MAKE one, then it might be cheaper. I've heard of turning a disposable camera into a taser, but I don't need something THAT powerful! LOL. Any ideas on what I could use and how to turn it into something I can attach to a collar for a dog? Either some kind of remote control device, or more preferably, something that could detect the dog actually barking and work automatically. 'Shady NOTE: I'm sure I'm gonna get at least one person saying "Oh you can't put a shock collar on a dog, that's inhumane!" If you actually knew what a shock collar was, you'd shut up. A good shock collar doesn't actually HURT the dog at all, it simply startles them, causing them to stop their behaviour (which is incompatible with the startle response). Completely harmless. I don't want to electrocute them, I just want to teach them not to bark incessantly 24 hours a day!
