Where/How is the best way to find someone online?

I would rather not pay to find the person I am looking for - and I don't trust a lot of those companies. I would be so ticked if I dished out $40 and then they couldn't find the person or give me any useful information. Anyone have any suggestions, searches, ideas or advice for finding someone online? Thanks.
