PTR sites and search countries

This issue is not exactly what you call a general but I could not find any tag for it. I work with many PTR sites and I find it hard to find really good once. My main problem and i believe there are many others like me, who are not from search countries. There are countless sites but the majority and the real good once accept only members from what they call search countries. I think it's not fair. The most common reason they give is that people from non search countries cheat. Well, that is not true. There are honest people all over. So why not give this great way to earn more money from good sites? why not hunt for cheaters same way as PO do for those who use bots? Make the good sites equal for everybody. I hope that this post will find the right eyes.
