Thrifty ideas for softer towels

Does anyone know how I can get softer towels without using lots of expensive fabric softener. In our area, we have hard water, so it's almost impossible to get soft towels, like in the Downy ads. Any frugal tips or ideas?

There is dryer balls that you put in with your clothes in the dryer. It helps soften clothes and helps them to dry quicker too. I got mine at walmart a while back for about $10. They last a long time. So well worth the money.
