Annoying Neighboors?

I've noticed that no matter where in the city I move, I always end up with the most out of control, loud, annoying neighboors on earth. It's like they top one another or something. For instance, my last neighboor had an out of control teenage grandaughter living with her that would bring boys over at all hours of the day and be rather loud as well as get knocked around by her little boyfriend. Where I am living now started out great but as soon as school was out for the summer, it got crazy. The neighboors I currently have, have a few kids which is no big deal except lately I believe the mother has gotten a night shift job and leaves the kids alone. So all night long until maybe 4 am I get loud sterios, a teen who thinks she's on an American Idol screaming contest and nonstop door slamming. I just can't take it anymore, a person has got to sleep! So here's my question, what does one do? I don't want to bring it up to the mother, she's seriously crazy and I didn't really want to call the police over a couple of loud kids when I'm sure they have bigger things to do. Does anyone else have this problem?
