Kids tell lie - How to stop?

In fact, I don't have child, but I have a younger sister. She's 6 years old and begin telling lie. She tells lie to our mother, too. She tells the pen can't be used, her homework is finished so she can start play or watch TV,... I know her goal is playing, watching TV or avoiding learning. It's very normal and seems acceptable but I don't want it to be more serious. I don't think punish by hitting is a good way. What shall I do?

I think all children go through this phase. They are testing the boudaries to see what they can and can not get away with. I have found that saying great let me see your homework before you go play tends to break them of that habit. Same goes for cleaning the room and such. When they realize that they are going to be checked on it stops.
