Are the sales at retail outlets worth?

We hear about sales nowadays a lot. 50% sale, 50+20%, upto 50%, buy 1 get 1 and many more. What do you have to say about them? Are they worth or these people try to make fool of us? I feel that they are pretty worth at some places like shoppers stop, westside and all. But at koutons, pepe and all, its not. Your comments please....
