What are we allowed to promote here?

I am a little confused about the rules here at mylot on promoting other websites. I remember reading in the rules that you were not to promote other sites like mylot here, but I have seen alot of people promoting paid to click and piad to referr sites on this system. I have recently joined a site that I think is really good that I would like to promote and referr people to but I do not want to break the rules of mylot. So can someone please explain this to me? What constitutes a site being "like mylot". The site that I want to promote is one where you get paid to upload photographs and video and stuff, but there is no paid to participate in discussions section like here at mylot, so do you think that would be allowed? Or would it be considered "like mylot" because mylot does also accept images?
