Pennsylvania budget

I live in Philadelphia. Pennsylvania lawmakers didn't pass a budget so 24,000 'non-essential' workers are laid off. As I was listening to this news report this morning, I thought 24,000 is not that many across a whole state, especially one this size. You can't take the driving test or get a new non-driver's id. You can, however, go to the state store and get a bottle of vodka or gamble your money at the new slot parlors. Yes our country was founded on very Christian values. And countries the world over don't want American decadence to come to their shores. Wonder why?
