Wallpaper continues to part peel from the wall.

Problem may be caused by old paint (distemper) on the wall. Situation is not helped by occupier cooking in that same room and not opening windows. Also a similar problem in the bathroom

Is the wall paper necessary? Have you thought about taking it down and painint the walls or, priming over the wallpapers and painting the walls?
