Gang riot, two dead bodies. They were freed by the court.

Last week in our city, there was a gang riot by teen age boys that belongs to a different frat organization. It resulted to two deaths. A case was filed in the court. The boys was freed because there was NO DEATH CERTICATE but there was two dead bodies laying on the street. What is more important in a case like this, the two dead bodies or the death certificate? I am not a lawyer but I think it was wrong to set them free. Your ideas please.
