Why do newly born babies are induced to cry by doctors and midwives after their umbilical cords are cut-off/severed from their mothers and why are they placed in their mothers' chests thereafter?

so that the baby takes its first breath of air. and the result is crying. which is good, means that they are taking strong breaths and getting oxygen into their systems. they put the baby on the mother for a couple of reasons i believe. to help expel the afterbirth and the heartbeat of the mother helps calm the baby, not to mention the bonding that occurs.
