i have a plant {tree} about 7 feet tall with small white flowers which emit flagrance at night. it is planted on top of my sewer pipe which is laid about 3 feet below ground. I begin to worry that if the tree grow taller, how it may affect the sewer pipe. Can the roots keeping growing deeper even if i keep trimming the tree to stay at 7 feet?

Most certainly. Roots will grow and search for water and minerals. The only real way to keep them from potentially becoming a problem would be to move or kill the tree.
