How about putting together a special photo album with pictures of you, her and your family from the time she became your step-daughter. End it with a letter telling her how much she means to you, how special she is and how proud you are of the woman she's become.

That is very sweet. Specifically one things comes to mind. I purchased a wedding time capsule 'kit' from http://personalizationmall.com for a friend of mine. She loved it! It includes a how to guide, photo album, label video tapes, a profile of the bride and groom, and even stationary for a message to the future them, when they dig it back up, or more practically, when they take it out of the bookcase on their 10th wedding anniversary. It also has all kinds of stickers to help make the photo album really great.

It sounds like she and you have come to a good relationship, a locket, was given to a friend by her mother in law, with it came a letter, telling her that she was special and why, and how much she was valued. One thing the locket held was a picture of the woman's mother, and in the letter she had said how she cared for her daughter in law as she was her own daughter, and that she felt she would someday be a good mother as well and that the other space in the locket was for when she had a child of her own. It wasn't so much the locket but rather the letter itself that mattered most to her. My friend got a small music box and kept the letter in there.

You can also give her a piece of jewelry that has some family history or means something to you, im sure she'll appreciate that. :)
