I recently bought 2 watches from someone in europe (I;m in the Philippines), one worked fine the other did not. The seller claims he tested the watches before shipping and thay were in working condition. The watch costs $69 shipping of 20. Now I have to return the watch to him, who do you think should shoulder the shipping cost to return the item? $20 may nit be much to others but lets just say thats about how much our minimum wage is where I live

If the seller has a policy that he doesn't pay for return shipping, then it would be your responsibility to pay for return shipping. If the item is defective, and not damaged in shipping, then the seller should either repair or refund the item, if it is one of a kind. Communication is key. It shouldn't cost $20 to send the watch back.
