Why can't some men not into romance?

Before i thought that ALL guys/ men are romantic. But i guess it wrong, in my past relationship even now that i'm married. All the men came into my life seems not into romance even my husband. They did not gived flowers, chocolates or even love letters, or stuff. I always dreamt of someone giving me those stuff but that will be a dream. My husband doesn't do that either. I always tell him maybe he could me flowers but he doesn't want to. Actually he gave me chocolates but not because he's romantic, i just asked him to that's why. I mean, it's just flattering if someone sends you flowers and chocolates, right? But why can't some men are not like that. A friend of mine got tired of telling her bf to give her flowers so what she did was she gave him flowers instead. you may find it funny but its true. If a guy can't make a step then women can.:) I think saying i love you is not just enough. They have to show it in different ways. Men reason were the same that flowers will not change anything it will just be flowers and at the end of the day it will just dried up. But i think its not just the point. I rather say its the feeling of the person who received it. What do you think?
