Divorce-getting married without divorce can this be justified or cheating

I do think getting married is as if signing a bond and these couples have to be in circle of certain rules and cultures. Still as per legal side it is an offence to get married without a divorce in our country. Still one side may be willing to divorce either that person likes the other or just to keep hold of the porperty of other. But still legal side is just turned to be burden as the spouse even do not like to like has to bear that burden. May both of them. Still it all effects their children.
