Crying Toddler in the Car

I have a 15 month old and it seems now everytime I put her in the car, she starts whinning and fussing and crying. I have tried to calm her by giving her toys, milk, food, patting her leg and even singing to her. She use to take a passi well in the car and now she throws it along with everything else. I was wondering if you had experienced this with your children and if you have any suggestions. Is it a faze she is going through? Should I just ignore her...by the way I am trying to drive!!! When my mom is in the car with me, she turns around and tries to comfort her...which doesn't help me when I'm in the car alone with her.
