Peeling paint - Help

There is so much dampness in my walls that everytime I get it painted, the paint just starts to peel off. I have tried water proofing the walls before painting, but to no avail. I live on the Ground floor near the sea, so maybe that is the cause. I hate seeing my house with peeling paint but what can I do. I cant afford to get it painted oft and on. My celing is around 18 ft in height, so I cant even think of painting it on my own, which I have never tried. I dont know how. Can anyone of my friends help me with some suggestions ?

There are various filtration systems available, but in our house, water from tap is boiled, cooled, filtered and refrigerated. Although it's government responsibility to provide health water for the people, but in my country i still think that's not good enough. Why i say something like this? cause i already seen many time that water from the government has brown color and smell funny. IT is then crystal clear, tasteless, dour less and color less!! I love drinking that water.
