What Is The Best Way To Remove An Eyebag?

In the past 5 years, i have developed an eyeball,note eyeball is that bit of sagging muscles below the eyeball, My optician said it arosed out of lack insufficient sleep, or associated with aging. But am meant to understand that it can be removed by cosmetics sugery, or placing cold cucumber on them. Which one works best?, though i havent tried any of these.
