Troop reduction in Iraq?

I've just read a story on the BBC news website about a Gen David Patreus hinting that there may be a troop reduction in Iraq possibly beginning around March next year. Also as a part of the story, Bush who was with the australian prime minister said the security situation in Iraq had changed so that reconcliation could take place.
