Paypal - Notification of Billing Department (Foreign IP Address)

Once again my account on Paypal is screwed up again! This time it's because of using my Paypal account in another place. You see, So that I don't get distracted or interrupted by family, I always went to college to check and save my emails, look up anything on money, and other things that I barely could do because of family problems. This also meant logging on my Paypal account there. When I checked my email now at midnight today (but didn't save them yet; I am typing this at home while one is gone to work and everyone's asleep) I got an email notification that I had been notified of logging into my account in a foreign IP address. I AM the right holder of the account, yet, when I tried to follow the instructions and filled out the first part, the basic info of my account, I don't have a credit card, and I got a debit card I haven't used but didn't expire just yet. Not only that, I don't even have a PIN number, Card PIN, or anything like that. I have NO idea of what that is, and I don't know what my PIN is at all! Although they said that after 72 hours they'll suspend my account temporarily, I don't want to lose all that i've earned here, and I don't want to lose all that i've earned at Associated Content! (I'm starting to have my doubts about Paypal, and perhaps, starting to lose my faith in them overall...) I don't know what to do in this case, and I want to keep my payments!
