Any Problems with Childhood Development Services?

My husband is the only one working in our family because I can't afford daycare, I would like nothing else but to have my own income. Because one of the main hobbys of a female is shopping. I went to CDS (Childhood development services) to get assistance with daycare and got turned down for daycare help. I don't know if it is because I'm married and my husband works or what but I don't meet the qualifications. Now daycare is over $100 a week where i live and by the time all the bills are paid I'm lucky if I have $50 dollars in my pocket after gas and diapers. I'm curious to know any solutions to parents without daycare issues.
