I think you mean for 'rubber band'. Rubber band featured all those listed criteria. I hope so.....the answer is 'rubber band'.

this is a word riddle, the sentence begins with many things can create one, so it is actually referring to "many things." ;) a bit tricky at first but really easy once you think outside of conventional methods
