performance appraisal in the work environment requires commitment.From my experience in the public sector ,implementation is impossible because of lack of commitment from top management.It requires head of service or organisation to drive it ,and that way it is easy for commitment to flow from above downwards.If it happens, the employees would plan ther job for the year, perform ,have their performance evaluated, feedback given.This would show where there is a need for improvement and training for improved performance the following year.
