Why do cysts recur after a few months of detection or surgery?

2 years ago I was diagnosed having a fibro ademo cyst (a benign cyst which isn't cancerous BUT manifest like it is malignant) then 4 months after it was removed another cyst was detected in the other breast.
Hereditary factors?
