In my experience, if a guy chases after a girl for two years and she doesn't give him any encouragement, it might be time to move on. I once knew a girl who kept this poor guy on the line for 3 years just because she liked getting attention from him, but she never felt anything for him romatically. When he stopped being around, she realized how much she missed him and they started dating.
