Which factors are obstacles India's progress?

More than 105 crorer population...Large human resource... Many great personallities...Lot of natural resources, lot of talent in almost all the fields be it sports, educations, business, computers.. Still India's progress is not so good. We are still a DEVELOPING COUNTRY AND NOT A DEVELOPED ONE. Why? What do you think-which factors, people are responsible for it? Even non-Indian members please feel free to give your opinion.

I remember an Indian CEO saying that the "Indian Software industry flourished depsite the Indian Government and as long as the Indian Government remains out of the software industry, the industry will continue to flourish." Generally speaking, most of the Indian business people I've spoken to point the blame on India not moving as fast as it should be on the Indian government. Indians are very proud of democracy, however, nearly every Indian around is frustrated by the Indian bureaucracy, which seems deermined to throwat them attempts of Indians who are merely trying to make a living.
