Should stepparents have the same rights as biological parents?

In Canada, there's a law forcing stepparents to pay child support for stepchildren if the marriage to the biological parent dissolves. Should stepparents be allowed visitation and other rights normally reserved for biological parents then? If you force them to pay as a parent, should they not be treated as parents?

Seeing how step parent take care of kids as much as there real one I think they should have alot more rights then they do.
