How could we get working and totally free VOIP on or Virtual numbers?

Hello people I am curious to learn if anybody does know anything about Virtual Phone Numbers or Voip in Numbers which could be obtained completely free of charge and could be working and perfectly reachable by any person that calls you.. and which is kinda second replacer or substituter of your existing number.. Have you got any idea? I know that it is possible and lots of VOIP companies offer but I can not find the good one.. all of your answers are read and rated..
