Is diet control OR exercise the best way to tackle obesity? Or both? Are people prone to be obese genetically?

Diet and exercise are both helpful to being fit. Genetics does have something to do with what we look like and how are bodies work, but with a little will power you can fight your genes. Hang out with people who are thin and observe their eating habits.
