Do you think a city should be able to force an owner to make there home look better?

No, I think people should just want to keep their house looking in good shape. Sometimes people can't afford it, or want to take their time and do it themselves. If the city is forcing them and they can't afford it, then maybe it would be best if the city had a volunteer crew to help out the misfortunate.
