I can't understand the thought process of some adults!!!

Okay, this is two topics put into one, but it all has something to do with decisions that adults make concerning the well being of their children or other children around them. Okay first of all, one of my children came home to tell me that his friend's little sister (she is only 7 or 8 years old) had gotten into big trouble and is grounded for two years. I asked what she did to be grounded for two years, I have never heard of such a long grounding, and for a child who is 7 or 8 years old. Well he told me that she grabbed one of her dad's gun and pointed it at her mom and said, "I am going to kill you." !!!! Can you believe that, oh my gosh, I was floored when my child told me this. My first thought and question was, Why in the heck is there a gun available for this child to be able to get to???? That just really annoys me and ticks me off!!! My child who is in 7th grade, said "well it was from her brothers gun rack." ...her brother is in 7th grade too, and he has his own gun rack or cabinet, whatever it is!!! Okay I can see avid hunters allowing their child to have a gun cabinet...but mercy, why isn't it locked up, with only the parents having the keys or knowing where they are????? The second thing I am just perturbed about today is that I heard that a two year old child was attacked my his uncles dog today or yesterday (not sure exactly when). The uncle told the people on the new, "the dog does tend to snap when his/her tail is pulled on"....well HELLLLLOOOOOOOO people, why would you allow this dog to be around a child then????? Man, these type of situations tick me off!! I guess I am venting here...but geesh, seriously what is wrong with people????
