How Do Women Show That They Are Interested In Meeting A Man?

Do women use passive aggressive tactics if they're interested in having a man strike up a conversation with them in, say, the market or at other public places? I need some feedback from the ladies here. Every so often, when I'm in line somewhere, a woman in front of me will casually glance back at me two and sometimes even three times. I'm not always sure how to interpret this. Are they doing this because I remind them of someone? Because I have a booger dangling from my nose? Or -- and maybe this is wishful thinking -- could it be because they are interested in meeting me? Men are usually more direct when they want to meet a woman. They openly flirt with them and joke around. How do you women do it? Please offer tips and comments so I don't end up misinterpreting "glance backs" as invitations to flirt -- and end up embarassing myself.
