How open source work or GNU license work?

Recently,i have buy php script about USD$699 and then i have improve and modify it.I would like to release as free download to everyone which include source code.So,can i do like this?

Yes definetly you can do that but you please add the GNU License agreement along with the software you are publishing. That's it. It is a very simple approach. Happy Open Source.
