When there are two lanes going straight, why do some people get in the right hand lane so at a red light people behind them can't turn right?

Like you already said, there are two lanes going straight... So obviously, its not wrong to stop at the traffic lights though it would deter the vehicles behind from turning right... Unless the right lane is a turn right only, then the driver at the red light will be wrong not to turn However, I have seen people behind the first stopping vehicles just turn right when its still allowed and safe to do so
