should children under 12 years be allowed to have a mobile phone?

I don't believe that there is any "correct" age to give a child anything. It should be decided by the personal maturity level of the individual child. However, if I were to give my kids a cell phone at any age; I would first explain appropriate and non-appropriate use. I would also give them a pre-paid type, with the explaination that if they ran out of the number of minutes purchased for the phone for any given month, they would not get more minutes until the following month, unless they were able to and purchased the minutes themselves. They would also get the phone taken away for a certain period of time if caught using it inapropriately or during an inappropriate time.
