I think it is her own perception of herself. Of course, that is strongly shaped by family, the media, and society as a whole. When you believe you can do something, then it is possible to do it. It is the believing that makes the difference. But what keeps a woman from believing in herself? She has to change her self-talk. She has to remind herself that she is capable, intelligent, strong-willed, successful. There are way too many external negative influences telling her what she "should" do or be and what she "can't" do or be. She must be her own best cheerleader.
