I have a dilemma

My dilemma is that I have been sent onto a course at work which is over 1 year. It does not give me any further qualification than I currently hold and gives me no further advantage within my workplace. I was not asked if I wanted the course and was given no information about it. Prior to this course I was asked if I wanted to go on another one which would have meant many hours of my time outside of work for which I was not prepared to sacrifice (I am recently newly married) and so I declined. This new course has just as much time commitment and I am not prepared to sacrifice it as with the other. How do I inform my line manger that I do not want to continue with it without jeopardizing my current position? Any advice would be gratefully received.
