Does 100% mean that if I refer Ted, I make his earnings. And then if Ted refers Bob, then I make Bob's earnigs as well? (Im asking how deep do the referals go?)

100% commission means exactly that - no more - end of the line. Generally a webmaster who produces a product like this is building a database of members who he can legally contact about other programs. My own program. The profit sentinel downline builder helps people build down lines in multiple free to join programs, and offers a free pro one time pro upgrade fee of $19.95 and will pay 100% commissions to PRO members. It also pays a small fee to free members who refer a PRO member. Additionally, it lays out a path to leverage those free to earn sites income into strong income streams by upgrading into these 100% commission programs and then finally into some quality residual income earning opportunities. It's free to join and you can check out a list of programs here http://www.profitsentinel.net/downlinebuilder/programs.php

Each program is different so you will need to refer to each separately. Programs that offer 100% referrals rarely go more then one level deep.
