Some time I fail to open a website. What is that hindrance, which does not allow me to open a website?

yes, i agree those are such factors why you seem not able to open the site.
1. internet connection/ISP/network/modem
2. security settings like anti-virus and firewall
3. browser settings/cache/cookies
4. website host might be busy
5. pc problem that you might need a restart

There are so many reasons. You check your internet connection first. Is your computer connected? Check the settings of your browser. Check the speed of your connection. Slow speed does not allow opening the site. Check the spellings of the website you are opening. Wrong spellings of URL also cause to not open the required website. There are much many reasons to not open a website. E.g. website is protected with fire wall, you have no permission, agreement has been expired, etc.
