Helping Suffering Animals

Anyway I can start a fund to help pay vet bills for suffering animals whose owners are poor? I recently had to watch my beloved companion of 7 years(she was my Old English Sheepdog) die in much pain, because I couldn't afford to pay a vet to get the help she needed. I would like to see a way to have money donated to a fund to pay veterinary bills for emergency animals cases where if their owners couldn't afford it, the pets life would be in danger.
