How to Build A Downline in GPT

Can anyone offer suggestions for building a downline in get paid to (GPT) programs? Actually my question is really two parts: First, getting people to join. Second, building a quality downline - people who will not only join but who will also work the program. Have you found any methods that help you to do both?
