Propaidemail.com scam or not?

Hi. Has anyone registered to propaidemail.com? They give 50$ sign-up bonus when you register and 1 cent per PTC and you must have 10$ in own earnings to cash out. That seems relatively easy, which kind of makes it sound like a scam. Still, the website seems ok, they only have a few PTC a day and they also have a link to their auctions in ebay so you can see that they are selling ad space there. What do you think, scam or not? Has anyone tried it? I decided to give it try.
