Has Any body heard of NCTS??

I am still looking for a job to do from home and I ran across something called NCTS which said they were hiring virtual assistants full or part-time. When I looked at their info it looked ok. They do charge $12.95 for trainling material. You get paid once a week and so on. But when I googled the company for more info I found some comments that it might be a scam. One person said they took her money and but she never could get into their system and later refused to refund her. Now what I thought was just what I wanted may not be so and I am now wondering if it is a scam. Has anyone heard or seen anything about this?
