It's rather cold and it's been raining... yet...

they were in their tank tops and shorts... After my class this morning, my boyfriend and I went to our favorite restaurant for lunch. We were seated by the window. While we were waiting for our orders, a group of ladies, probably around 18 years of age or older, passed by. My boyfriend asked me, "Don't they feel cold?" Referring to the ladies who were sporting tank tops and shorts. I just shrugged. When our orders came in, again, two young ladies passed by and just like the first group, they were in their tank tops and shorts. My boyfriend said, "I bet they really feel cold.." I wonder, despite the weather, why were they in such clothes?
