What is up with our poor public transportation grid?

Why is it that we have such a poor public transportation grid? It's really spotty in areas, doesn't exist in others, has a single route handling yet other areas that are way the heck out in the middle of nowhere... It takes 45 minutes to make a six mile commute, if you're lucky. What would it take for this city to get a better grid, whether it's a light rail system, a larger bus grid, or something else?

Many times they brought up the idea of the Silver Bullet rail system that was supposed to run from Tampa to Disney, but it always comes down to money in the end. I don't live in Tampa, but across the water from you and our transit systems is functional, just not very efficient. I've ridden the PSTA bus system many times and although I got where I wanted to go, there were so many stops and transfers.
